To solve the problem that it is conventionally difficult to predict earthquakes over a short period of time with high accuracy.SOLUTION: An earthquake prediction device includes: a position information storage unit for storing electronic reference point position information which is information about the position of an electronic reference point corresponding to one point and relates to a position at each of two or more times; a change acquisition unit for acquiring change information about a change in the electronic reference point position information in a predetermined first period at one point; a determination unit for determining whether a change shown by the change information is small enough to satisfy a predetermined change condition or not; and a prediction result output unit for outputting prediction result information about an occurrence of an earthquake that is equal to or greater than a predetermined scale in an area including the point within a predetermined second period if the determination unit determines that the change shown by the change information is small enough to satisfy the change condition. Thus, the earthquake prediction device can perform earthquake prediction over a short period of time with high accuracy by using a phenomenon that a change in the electronic reference point position information becomes small immediately before the occurrence of an earthquake.SELECTED DRAWING: Figure 1
