A data encryption unit 113 encrypts data 21 with the session key 22 to generate encrypted data 24. A key encryption unit 114 encrypts the session key 22 with a public key of a reception apparatus to generate the encrypted session key 25. A signature generation unit 115 generates a signature 27 with the secret key of a transmission apparatus 100 with respect to the encrypted data 24 and the encrypted session key 25.
