PROBLEM TO BE SOLVED: To provide a voice silence detection device which increases the easy-to-operate property and is capable of reducing the false detection rate in silence detection.SOLUTION: The voice silence detection device comprises: a voice signal reception unit for receiving a voice signal; a non-signal detection unit for determining whether the voice signal reception unit receives the voice signal; a silence detection unit for detecting whether the voice signal shows a silence state; and an alarm generation unit for generating an alarm when the non-signal detection unit detects a non-signal or when the silence detection unit detects the silence state. The voice silence detection device also comprises: a broadcasting state information reception unit for receiving broadcasting state information from a program transmission device; a momentary information detection unit for detecting momentary information included in loudness information received by a loudness device; and a threshold value calculation unit for calculating a threshold value to be used for determination of the silence state by the silence detection unit on the basis of the program state information and the momentary information and transmitting the threshold value to the silence detection unit.SELECTED DRAWING: Figure 1
