The expression analysis unit analyzes the expression of the estimation target, on the basis of facial image information for the estimation target, to generate expression information. The speech content analysis unit analyzes the contents of the speech of the estimation target, on the basis of voice information for the estimation target, to generate speech content information. The speech tone analysis unit analyzes the speech tone of the estimation target on the basis of voice information to generate speech tone information. The emotion estimation unit estimates the emotions of the estimation target on the basis of at least two items among the pulse information, the expression information, the speech content information, and the speech tone information.
