PROBLEM TO BE SOLVED: To suppress generation of a power selling loss and increase a power selling amount in a power plant in which power conditioners having different operation conditions exist.SOLUTION: An operation controller 10 of an embodiment performs operation control on a power conditioner PCS1 on which output control is not to be performed on a first operation condition and a power conditioner PCS2 on which output control is to be performed on a second operation condition. The operation controller 10 comprises: an output control command value acquisition unit 111 for acquiring an output control command value for suppressing output of a photovoltaic power plant; a power command value calculation unit 112 for calculating power command values for the power conditioners PCS1, PCS2 so that the power command values are equivalent to each other, on the basis of rated output of the power conditioner PCS1, rated output of the power conditioner PCS2, and the acquired output control command value; and an output command unit 113 for transmitting the calculated power command values to the power conditioners PCS1, PCS2.SELECTED DRAWING: Figure 2
