PROBLEM TO BE SOLVED: To automatically extract an interrelationship of information included in different maps, and to quickly grasp a situation in the case of displaying information by using a map in a bird's-eye view.SOLUTION: A condition storage part 111 stores a first condition related to a situation of an object and a second condition related to a damaged situation due to a disaster in association. A determination part 122 determines whether or not the situation of the object on a first map displayed in a first layer satisfies the first condition, and whether or not the damaged situation due to the disaster at a position of the object on a second map displayed in a second layer satisfies the second condition corresponding to the first condition.
