The invention relates to a process for reducing the emissions of noxious substances in forced draft thermal plants and to a device for carrying out the same, intended to be mounted on the forced draft thermal plants smoke flue in order to reduce the emissions of noxious substances. According to the invention, the process for reducing the emissions of noxious substances in forced draft thermal plants by increasing the temperature in the combustion chamber of the thermal plant is carried out by heating the intake air using waste gases, thereby reducing the waste gas discharge temperature and recovering the heat thereof with or without vapour condensation. The device, as claimed by the invention, comprises two concentric tubes (1 and 2) which are mounted on the forced draft thermal plants smoke flue by means of some rubber sleeves (3, 4) or a collar and a sleeve, the inner tube for waste gas discharge being provided with a plurality of fins (10) inside and with a plurality of fins (9) outside.
