Disclosed is a distributed congestion control policy-based cross-layer opportunity routing method for Internet of vehicles. The method comprises: designing a multi-state distributed congestion control state machine; each vehicle recording the current state value s, and calculating, at a time interval of 1 s, a medium access control layer channel load (CL) and state average values (AS) of all neighbor nodes thereof; a vehicle node adaptively adjusting the current state machine in combination with relationships between the CL statistical value and a preset threshold and between the s and the AS, thereby controlling transmission power, data transmission rate and reception sensitivity of collaborative awareness messages (CAM) and routing messages, and adaptively adjusting the communication ranges of the CAM and the routing messages; and the vehicle node utilizing the CAM to update state information of the neighbor nodes in real time, and selecting to perform greedy forwarding or opportunity forwarding of the routing messages according to the location relationships between the vehicle node itself, the neighbor nodes and a target node. The present invention can effectively alleviate channel congestion, and achieve fairness and reliable transmission of security information of the Internet of vehicles under different traffic densities, improving the delivery rate of routing messages.
