A steel-plate-encased precast concrete column foot joint, comprising a prefabricated reinforced concrete column (2), a reinforced concrete foundation (1), and a steel-plate-encased cylinder (7) that is prefabricated integrally with the prefabricated reinforced concrete column (2) and encloses the exterior of a column foo; a gap is reserved between the bottom of the steel-plate-encased cylinder (7) and the upper surface of the reinforced concrete foundation (1); a plugging material (3) is additionally provided on the outer side of the gap. The column foot joint further comprises annular rib plate (8) with peripheral edges being in horizontal seamless connection with the inner wall of the steel-plate-encased cylinder (7) and the middle being provided with a rib plate hole (81); sleeve holes (82) adapted to grout sleeve devices (6) are formed in the annular rib plate (8); the steel-plate-encased cylinder (7), the annular rib plate (8), the plugging material (3), and the upper surface of the reinforced concrete foundation (1) form a closed joint cavity; the joint cavity is filled with a grouting material (13). Also disclosed is a construction method for a steel-plate-encased prefabricated concrete column foot joint.
