This wireless base station: selects, from among a plurality of wireless terminals, first and second wireless terminals that multiplex downlink data signals on the same wireless resource through non-orthogonal multiple access; stores reference information indicating the position of the wireless resource where second downlink control information, which is downlink control information about a second downlink data signal addressed to the second wireless terminal, is disposed in first downlink control information, which is downlink control information about a first downlink data signal addressed to the first wireless terminal; and transmits, by using a wireless communication circuit, a downlink data signal having arranged therein the first downlink control information, the second downlink control information, the first downlink data signal, and the second downlink data signal.
