The present invention provides a fundus camera-based monitoring system and method for prevention and treatment of potential diseases based on traditional Chinese medicine. The method including the steps: acquiring identity information of a patient by means of an identity card reader; controlling a fundus camera to perform focus adjustment, and controlling the fundus camera to detect the eyes of the patient, so as to acquire refraction information of the eyes; controlling, according to the refraction information of the eyes, an image sensor of the fundus camera to bend partially, so as to capture a fundus image adapted to the refraction power of the eyes; detecting a pulse wave signal of the patient by means of a pulse meter, and extracting, from the pulse wave signal, pulse characteristic parameters of the patient; collecting, from a doctor terminal, diagnosis information between a doctor and the patient; and sending, to the doctor terminal, the identity information, the fundus image, and the pulse characteristic parameters of the patient, such that in conjunction with the diagnosis information, the doctor can formulate for the patient a conditioning plan for the prevention and treatment of potential diseases based on traditional Chinese medicine. The present invention can be implemented to acquire a fundus image with high definition, thereby assisting a doctor to improve, in conjunction with pulse characteristics and the diagnosis information, the accuracy of the diagnosis effect of the prevention and treatment of potential diseases based on traditional Chinese medicine.
