Provided is a tactile content generation device comprising: a tactile property content storage part 10 for storing tactile property content defined by n tactile property parameters (where n is greater than or equal to 2) each representing a tactile element in association with combinations of the tactile property parameters; a tactile property content extraction part 11 for designating the combinations of the tactile property parameters in a sequence defined by a plurality of combinations, thereby extracting a plurality of instances of the tactile property content sequentially from the tactile property storage part 10; and a tactile content generation part 12 for extracting, from the extracted plurality of instances of tactile property content, a group of instances of the tactile property content constituting a repeating pattern, and defining same as tactile content. By means of a series of variations in the plurality of instances of tactile property content constituting the generated tactile content, a tactile effect that conveys a meaning can be imparted, and a tactile messaging (storytelling) property can be clearly communicated to a recipient.
