This fine particle removing membrane comprises a microfiltration membrane or an ultrafiltration membrane into which cationic functional groups having a molecular weight at least equal to 600 or a degree of polymerization at least equal to 10 have been introduced. If the molecular weight of the cationic functional groups is small (or the degree of polymerization is small), cationic functional group chains from the membrane surface are short, and it is difficult to capture fine particles sterically, but if the molecular weight of the cationic functional groups is large (or the degree of polymerization is large), the cationic functional group chains from the membrane surface are long, and it is easy to capture fine particles sterically, thereby making it possible to remove the fine particles to a high degree.
