The present invention relates to a wastewater treatment, desalination and chemical production complex system, and more specifically, to a complex system including a photoactive oxidation reaction electrode / an oxidation reaction tank / a negative ion exchange membrane / a desalination tank / a positive ion exchange membrane / a reduction reaction tank / and a reduction reaction electrode. Salt water or seawater is desalinated by photo-electrochemical electrodialysis in the desalination tank, and chlorine ions moved by desalinating is activated by the photoactive oxidation reaction electrode to treat wastewater in the oxidation reaction tank. In the reduction reaction tank, any one or more selected from the group consisting of water, oxygen, and carbon dioxide supplied from the photoactive oxidation reaction electrode is reduced.
