The purpose of the present invention is to provide a voice evaluating and learning method of enabling a learner requiring language diagnosis and treatment to perform voice learning, such as an infant with slow development in verbal expression, an old man having language problems caused by language disorders including hearing impairment and articulation disorders, and hearing loss, the developmentally disabled or the like. According to the present invention, the voice evaluating and learning method enabling the learner to perform a voice training by a voice learning content application installed in a learner terminal comprises: a voice training content selecting process of allowing the learner to select a voice training content to be used in the voice training; a spontaneous language sample test process of performing a spontaneous language sample test by providing a spontaneous language sample test screen of the selected voice training content; an imitated language test process of performing an imitated language test by providing an imitated language test screen performing a test with respect to an imitated language imitating a voice of a language model used in the voice training content when results of the spontaneous language sample test fall short of a preset spontaneous language sample evaluating standard; a voice conversion test process of performing a voice conversion test by providing a voice conversion test screen testing imitation with respect to a voice converted language model generated by reflecting the imitated language test results when results of the imitated language test fall short of a preset imitated language evaluating standard; and a voice learning process of allowing the learner to perform voice learning by providing learner-customized learning materials that have reflected test results of the voice test, the imitated language test and the voice conversion test.
