The present invention relates to an overseas factory construction design and management system and an overseas factory construction design and management method. The overseas factory construction design and management method may comprise: a first step of obtaining an overseas factory construction site photographed image by a domestic design/management server (400); a second step of performing 3D modeling for the photographed image by the domestic design/management server (400); a third step of performing overseas factory construction process simulation by the domestic design/management server (400), based on 3D steel mill factory modeling among 3D modeling information; a fourth step of generating error prediction information by the domestic design/management server (400) during the overseas factory construction process simulation; and a fifth step of performing production of materials for construction of an overseas factory by the domestic design/management server (400), under management by an overseas manager terminal (200) in a steel mill factory by transmitting information to an overseas operation server (300). Accordingly, constructability is increased by constructing a system capable of receiving supplies of most materials from abroad. The overseas factory construction design and management system reduces production costs and a construction period for early completion of construction and consequently ensures that there is no disruption to production processes. In addition, after simulations of the steel mill factory for constructing an overseas factory and constructing an actual overseas factory by using 3D modeling information of the steel mill factory are performed, information extracted during a simulation process is provided to an overseas manager. Accordingly, workforce, materials, and productivity are managed by an overseas manager in a precise manner. When needed, the domestic area can receive requests for the correction of the provided information.
