The present invention relates to an administrative work processing system through identification and a method thereof. The administrative work processing system through identification comprises: a terminal of a person in charge which processes administrative works through an operation of the person in charge; a fingerprint input unit which is connected to the terminal of the person in charge and receives a biometric fingerprint of a petitioner for identification in the course of processing the administrative works; a fingerprint discrimination unit which receives one or more biometric fingerprints of fingers of the petitioner through the fingerprint input unit and compares the input biometric fingerprint with corresponding fingerprint data stored in an administrative institution so as to determine whether the identification is successful; a fingerprint data format conversion unit which uniformly converts fingerprint data formats of a plurality of administrative institutions; a control unit which controls at least one of the fingerprint input unit, a fingerprint recognition drive module, the fingerprint identification unit, and the fingerprint data format conversion unit. In addition, the system further comprises a form and fingerprint identification unit for distinguishing a form and a fingerprint from mixed data obtained by mixing the fingerprint form of the fingerprint data stored in the administrative institution with a fingerprint.
