The present invention relates to a method for manufacturing a complex hydrogel for cell encapsulation comprising collagen and silk fibroin, including a step of mixing collagen having an α-helical structure and silk fibroin having a β-sheet structure, followed by gelation; and a complex hydrogel for cell encapsulation manufactured thereby. The complex hydrogel of the present invention exhibits stiffness of 0.05 to 40 kPa suitable for most tissues, enables cell encapsulation, assists in cell adhesion and proliferation, inhibits contraction by cellular traction, and has long-term beneficial effects on in-vitro culture and in-vivo tissue engineering.
