A core-shell particle and a bulk heterojunction organic photopotential device using the core-shell particle are disclosed. In particular, core-shell particles having shells of core particles and a second material and bulk heterojunction organic photoconductive devices using the core-shell particles are disclosed. The core-shell particles may have core particles having an electron donating substance or core particles having an electron accepting substance. The formation of bulk heterojunction organic photovoltaic devices using these core-shell particles to form interpenetrating network structures with electron donor or electron acceptor phases is also disclosed.
