The present invention provides a system and method for manufacturing natural gas and liquid fuel using seawater, which can reduce the amount of carbon dioxide contained in the seawater and produce liquid fuel with little sulfur content by generating gaseous and liquid fuel from the seawater. The system for manufacturing natural gas and liquid fuel using the seawater comprises: a seawater separation device; an electrolysis device; a carbon monoxide producing device; and a natural gas producing device.
