The present invention relates to a two-coat type aqueous heat-shielding waterproof paint of a rooftop or a roof consisting of an aqueous heat-shielding paint and an aqueous insulating paint, wherein the aqueous heat-shielding paint dissolves or disperses heat shielding pigments, white pigments, acrylic binder resins, a diluent and other additives in water, and the aqueous insulating paint dissolves or disperses hollow pigments, the white pigments, extender pigments, elastic binder resins, the diluent and other additives in the water, to a heat-shielding waterproof coating method of two-layer structure using the same, and to a heat shielding waterproof paint film of a two-layer structure thereby. The two-coat type aqueous heat-shielding waterproof paint of a rooftop or a roof is eco-friendly and has excellent workability, and the heat shielding waterproof paint film having the two-layer structure manufactured therefrom can exhibit excellent heat shielding and heat insulating properties without deteriorating physical properties and durability even in the environment directly exposed to daylight and climate change.
