The present invention relates to a liquid formulation comprising botulinum toxin, a stabilizer, and a topical anesthetic, and a method for manufacturing the same. A formulation technique comprising botulinum toxin, the stabilizer, and the topical anesthetic of the present invention makes it easy to store and distribute the liquid formulation and has demonstrated a significant effect of botulinum toxin stabilization comprising the topical anesthetic under conditions suitable for the temperature and pH of the human body. Therefore, the formulation technique is expected to be widely utilized for the safe and convenient medical use of botulinum toxin.
