The present invention relates to a device and method for measuring a skin change due to blue light. According to one embodiment of the present invention, the device comprises: one or more light sources irradiating light in blue light bands with different amount of light to a plurality of test areas set on a skin area to be tested; and a control unit detecting the minimum darkening reaction point among the test areas and calculating the amount of light in the corresponding test area as the minimal pigment dose (MPD) for blue light.
