The present invention relates to a scattered fine dust reduction system using an urban water circulation terminal. The scattering fine dust reduction system according to the present invention comprises: a unit water circulation terminal which collects and stores under effluent water generated in subway, under communication and electric power tunnels and basements of buildings, and rainwater generated in roads to supply the same to a water injecting and spraying device of a scattered fine dust generation source; a local water circulation terminal which connects the unit water circulation terminals to each other by a network, and reduces scattered dust by local units; a wide area water circulation terminal which connects each local water circulation terminal to each other by a network to reduce scattered dust by city, county, and district units. The scattered fine dust reduction system according to the present invention uses under effluent water of an urban based facility such as subway, under communication and electric power tunnels and rainwater in roads, which are discharged to a rainwater pipe without any usage, to reduce scattered fine dust generated in urban impermeable layers such as roads, rooftops of buildings and industrial farms in a generation source fundamentally.
