(Solution) The cement kiln dusts D2 and D4 included in the combustion exhaust gas G1 of the cement kiln are cyclones excluding the top cyclone 4D and the bottom cyclone 4A of the preheater 4 for preheating the cement raw material R1. Mixing heating apparatus 19 which heats by sensible heat of cement raw material R2 while mixing with cement raw material R2 fractionated from (4C (or 4B)), and from cement kiln dusts D2 and D4 by mixed heating. Cyclone 4C (or 4B) in which the cement raw material R2 is fractionated into the mercury recovery device 21 for recovering the volatilized mercury (Hg) and the mercury removal dusts D5 and D6 discharged from the mixed heating device 19.
