To distribute individual signals, which a base station receives, in census output area units, a weight allocating module can be created by combining resident registration population, the number of business employees, the number of traffic passengers, a building type, a road type, and the area of each purpose, which are actually measured values, based on day and time zone. To represent the existing population, individual final positions for each time zone can be used to calculate a sum of the population for a particular time zone to be similar to the total population. Population actually resident in areas can be identified by classifying a staying or visiting type and the number of staying days based on staying time and the number of staying days in the night time zone. To estimate the registered population, the identified population can be corrected by applying LTE subscription ratios by administrative dongs, gender, and age. Population using less mobiles such as people under 10 and over 80 can be estimated by applying a correcting logic thereto based on the overall population. Foreigners can be classified into long-term foreigners of the staying type and short-term foreigners of the visiting type and the results can be used as data for estimating living population.
