Disclosed are a digital phase shifting method and digital phase shifter using software defined radio (SDR) for element level digital phase array architecture. According to one embodiment of the present invention, the digital phase shifting method comprises the steps of: converting an input signal into a first digital signal using SDR; mixing the first digital signal with an up converting digital signal having a first frequency and first phase to generate a second digital signal in which a frequency and phase of the first digital signal are changed; and mixing the second digital signal and a down converting digital signal having a second frequency to generate a third digital signal in which only phase of the first digital signal is shifted by the first phase.
