The present invention relates to an underwater rock blasting method, and a device and an explosive used for the same capable of simplifying drilling equipment, providing efficiency and economics of blasting work, and drilling a desired position on a slope of underwater rock by integrating functions of a pilot bit and a ring bit, which are used in a conventional drilling device for underwater blasting, in a casing. The casing (400) applied to underwater rock drilling equipment (100) includes a hollow rod shape. Bit-shaped rock blasting protrusions (410) protrude from an exposure surface of a lower end unit of the casing (400). An upper end unit of the casing (400) is mechanically connected to a lower end unit of a hitting hammer of the underwater rock drilling equipment and drills an underwater rock layer by being repeatedly hit and rotated by operation of the hitting hammer. An explosive installed in a drilling hole (H) drilled in the underwater rock layer (G4) by the casing (400) comprises: a buoy (500) which includes a smaller external diameter than the internal diameter of the casing (400); each line (510) of which one end unit is connected to a detonator line fixed in the buoy (500) and the other end unit is connected to a detonator and an initial explosive (520); and a bulk explosive (530) which is filled inside the drilling hole (H).
