The present invention relates to a fat or oil composition containing breast milk fat substitute and a cosmetic composition comprising the same and, more specifically, to a fat or oil composition which is obtained by enzymatically transesterifying a fat and oil mixture containing palm fractionated oil and sunflower oil in a specific content ratio, and contains the breast milk fat substitute which are high in 1,3-dioleoyl-2-palmitoyl glyceride (OPO) content, thereby showing an excellent moisturizing effect when applied to the skin, and to a cosmetic composition comprising the same.
