The present invention relates to a crack-reducing type steel-cement concrete composition having improved durability and a method for repairing and reinforcing a road pavement using the same. The concrete composition comprises: 4-45 wt% of a binder; 10-85 wt% of a fine aggregate; 10-85 wt% of a coarse aggregate; 0.5-35 wt% of a modifier; and 0.5-30 wt% of water, wherein the binder comprises: 20-93 wt% of general Portland cement; 2-45 wt% of calcium or magnesium sulfoaluminate; 1-30 wt% of amorphous calcium aluminate; 1-20 wt% of pyrophyllite; 1-20 wt% of gypsum; 1-20 wt% of corundum; 0.5-15 wt% of calcium aluminate; and 0.5-15 wt% of oleic acid amide. According to the present invention, it is possible to accelerate initial hydration of cement using a rapid hardening material and densification of the tissue through a pozzolanic reaction so as to manufacture dense concrete, thereby enhancing corrosion resistance, abrasion resistance, and adhesion strength of the concrete. Particularly, as an expansion material and a shrinkage reducing agent are used in the composition, it is possible to prevent initial plastic cracking and expansion failure. In addition, durability can be significantly improved.
