Disclosed are a method and apparatus for extracting utilization information for reducing heat in high temperature regions through detailed urban radiation amount simulation. The apparatus for extracting utilization information comprises: a ground surface shape data construction unit for constructing first shape data representing building height information, second shape data representing height information of vegetation, and third shape data representing height information of a lower part of a water pipe in vegetation areas, among ground surface shape input data; a ground surface property data calculation unit for calculating a sky view factor which is ground surface property data; a weather data construction unit for constructing weather data inputted at a simulation time; a shadow existence data calculation unit for analyzing and calculating a difference of daylight hours of each grid point and an influence by a surrounding structure through shadow pattern analysis; and an average radiation temperature simulation unit for simulating a radiation amount and an average radiation temperature by using the data constructed through the ground surface shape data construction unit, the ground surface property data calculation unit, the weather data construction unit, and the shadow existence data calculation unit.
