To provide a telephone switchboard which allows the other party of a call to listen to an on-hold sound including an on-hold message in a language matching the language used by the other party.SOLUTION: A recognition analysis processing unit 20 analyzes call voice information of a call between terminals that are in a call state, identifies a language used in the call voice information, and holds the language as language information. When a call-hold request detection unit 11 detects a call-hold request signal for requesting to hold the call that is transmitted from one of the caller and recipient terminals in the call state, the telephone switchboard extracts the language used in the call between the terminals one of which has transmitted the call-hold request signal, from the language information held in the recognition analysis processing unit 20, selects an on-hold sound including an on-hold message in a language matching the extracted language, from an on-hold sound database 30 holding on-hold sounds including multiple on-hold messages in various languages in advance, and sends the selected on-hold sound to the other terminal, i.e., the other party of the call.SELECTED DRAWING: Figure 2
