SOLUTION: A control means 23 of a behavior change device completes an action by a message transmission unit 232 that repeatedly sends a prompt message prompting the target person's behavior change to a user terminal of the target person at intervals. It is provided with a questionnaire transmission unit 233 that predicts the timing of the action and sends a questionnaire regarding the success or failure of the action implementation to the user terminal, and a point totaling unit 234 that aggregates the success or failure of the action for the prompt message from the questionnaire result as an action totaling point. The message transmission unit 232 determines whether or not to transmit the prompt message according to the past action aggregation points. When the questionnaire sending unit 233 does not send the prompt message, the questionnaire sending unit 233 predicts the timing when the target person completes the action according to the habit and sends the questionnaire to the user terminal.
