To provide a seal creation device with which an affected part of a person can be quantitatively observed.SOLUTION: A seal creation device 100 comprises: a reading unit 110; a specification unit 120; and a creation unit 130. The reading unit 110 reads a figure 6 showing the position of an affected part 2 and at least two marks 8 specifying the position of affected part 2 on the body from a medium 10 including the figure 6 and marks 8. The specification unit 120 acquires information specifying the figure 6 and marks 8 read by the reading unit 110. The creation unit 130 creates a document image 200 formed on an affected part observation seal 300 for observing the affected part 2 on the basis of the information from the specification unit 120. The document image 200 includes a window image 206, a first comparison image 211, and at least two mark images 208. The window image 206 shows an image corresponding to a window for observing the affected part 2. The first comparison image 211 shows an image to be compared with the affected part 2.
