To provide an economic value management device and an economic value management method that suppress application of an economic value to a person who conducted a nuisance.SOLUTION: An economic value management device stores economic values held by users of a plurality of terminals or vehicles associated with the plurality of terminals. When a signal indicating that an economic value is to be paid as a reward for taking an action requested by a request source terminal to another terminal as a request destination terminal among the plurality of terminals is received from one of the plurality of terminals as the request source terminal, the economic value management device evaluates an action relating to driving of a request destination vehicle associated with the request destination terminal, and disables the payment of the economic value to the request destination terminal when the evaluation of the action relating to the driving of the request destination vehicle is less than a prescribed evaluation or reduces a payment fee as the economic value as compared with a case where it is a predetermined value or higher.SELECTED DRAWING: Figure 6
