Disclosed are a dual-MZI multi-level PAM signal all-optical shaper and a design method therefor, wherein the all-optical shaper comprises a matching adjustable optical amplifier and a dual-MZI shaping unit connected successively. An upper arm of the dual-MZI shaping unit is configured to be an embedded MZI module, and a lower arm thereof is provided with an optical fiber; and upper and lower arms of the embedded MZI module are respectively provided with optical fibers having the same length. The dual-MZI shaping unit further comprises an input coupler C1 and an output coupler C3, and the embedded MZI module further comprises an input coupler C4 and an output coupler C2. An all-optical shaper of a dual-MZI structure is provided. By means of the design of parameters, the problem of degradation of a multi-level PAM signal is effectively solved, the methods for realizing the multi-level PAM signal in the field of all-optical shaping are enriched, and effective long-distance transmission of the multi-level PAM signal in an optical fiber communication system is ensured. Moreover, the shaping performance can be further improved by means of adding values of a reference power point.
