Provided are a wet friction plate with which it is possible to reduce drag torque while reducing manufacturing burden by simplifying the configuration, a wet multi-plate clutch device provided with the wet friction plate, and a method for manufacturing a wet friction plate. A wet friction plate (200) is composed of a flat plate-shaped annular core metal (201) on which an oil groove (203) and a friction material (210) made from a paper material are provided. The friction material (210) is composed of a high-side friction material (211) and a low-side friction material (212). The high-side friction material (211) is formed with a height from a surface of the core metal (201) higher than that of the low-side friction material (212), and is structured to elastically deform less easily than the low-side friction material (212). The low-side friction material (212) is formed with a height from the surface of the core metal (201) lower than that of the high-side friction material (211), and is structured to elastically deform more easily than the high-side friction material (211). The high-side friction material (211) and the low-side friction material (212) are arranged alternately along the circumferential direction on the core metal (201).
