Provided are an vehicle-mounted transformer for a new-energy vehicle, and a new-energy vehicle; the vehicle-mounted transformer (10) for a new-energy vehicle comprises a transformer framework (20), two transformer magnetic cores (30) inserted at both ends of the transformer framework (20), two inductor frameworks (40) which abut one end of each transformer magnetic core (30), respectively, two inductor magnetic cores (50) inserted at one end of each inductor framework (40), respectively, and a base (60) carrying and fixing the transformer framework (20) and the inductor frameworks (40); two first transformer windings (70) insulated and isolated from each other are wound on the transformer framework (20); inductor windings (80) are wound on each inductor framework (40); the end leads of each inductor winding (80) are connected to the corresponding head end leads of the first transformer winding (70), respectively; the two ends of the transformer framework (20) are respectively snap-fitted with a second transformer winding (90) extending to be fixed to the base (60). The described vehicle-mounted transformer for a new-energy vehicle solves the problem of the low degree of integration of existing vehicle-mounted transformers.
