When determining a solar irradiance occurrence probability distribution on the basis of solar irradiance data that has been compiled in a database, a process is performed wherein a solar irradiance estimation model is determined from a first probability density function and a second probability density function, which are Gaussian functions, and an allocation coefficient for said first and second probability density functions, and an integrated value indicating the overlap of probability distributions that are based on the solar irradiance estimation model is treated as the degree of overlap. Alternatively, a process is performed wherein a reference solar irradiance is extracted by performing polynomial approximation-based interpolation of the solar irradiance data, a dimensionless quantity that is the ratio between the solar irradiance and said reference solar irradiance is determined, and a solar irradiance occurrence probability distribution that treats said dimensionless quantity as a random variable is determined. By doing so, statistical data for the solar irradiance can be expressed as a simple mathematical model, and the solar irradiance occurrence probability distribution can be made into a histogram by calculating the solar irradiance as a relative value.
