The present invention addresses the problem of providing an evaluation system pertaining to a person's conduct, a person's ability, a company, or a matter, the evaluation system making it possible to: distinguish, in an accurate and step-by-step manner, the level of understanding, proficiency, achievement, and usefulness of a person being evaluated or a person carrying out an evaluation with respect to an evaluation matter; and subdivide the evaluation matter into three or more question matters to thereby realize an accurate evaluation of an evaluation object. An evaluation point sequence assessment unit 14 assesses whether, as pertains to an evaluation matter stored in a storage unit 13, evaluation points are arranged in the sequence of question matters. On the basis of the assessment result, a boundary, etc., assessment unit 15 assesses that the ranking of a question matter for which the evaluation deviates from the ranking sequence of the question matters, or an evaluation point of this ranking, is an abnormal ranking, an abnormal point, or a boundary in the level of understanding, proficiency, achievement, or usefulness of a person being evaluated or a person carrying out an evaluation with respect to the evaluation matter.
