The invention relates to medicine, and more particularly to otolaryngology, and can be used in the treatment of sensorineural hearing loss and deafness. Furthermore, the claimed drug stabilizes a hypoxia-inducible factor, even at lower doses, and thus has the ability to reverse both acute and chronic organ of Corti cell hypoxia underlying the pathogenesis of sensorineural hearing loss, exhibits anti-inflammatory and anti-aggregant properties, provides for the restoration of cochlear microcirculation and consequently restores lost hearing, while reducing the risk of side effects. This technical result is achieved in that an agent for treating sensorineural hearing loss and deafness is claimed which is produced in the form of a composition containing 3-(2-morpholinoethylthio)-1,2,4-triazino[5,6-b]indole dihydrochloride monohydrate as an active ingredient in a solution of sodium chloride mixed with water, characterized in that the medicinal agent composition has a pH of from 4.8 to 5.8 and a dynamic viscosity of 1.08 mm2/s at a room temperature of 20°С, and the physiological solution at the same temperature has an overall composition density of 1.010 g/cm3. Also claimed is a method for using the above agent for treating sensorineural hearing loss and deafness, characterized in that the composition is administered in a single dose of from 3.4 to 6.7 mg/kg.
