According to the present invention, an apparatus for flood or drought risk analysis comprises: a satellite image collection unit to collect satellite image information of a target region; a rainfall collection unit to collect rainfall information of the target region; an analysis unit to perform ground surface classification on a satellite image collected by the satellite image collection unit to calculate a flow rate of the target region, analyze a correlation between a flow rate change and the rainfall information collected from the rainfall collection unit, and evaluate a flood or a drought risk of the target region in accordance with rainfall based on the correlation; and an output unit to display the flood or the drought risk of the target region evaluated by the analysis unit. According to the present invention, a relationship between a satellite image and rainfall is analyzed to easily predict and prevent a flood or a drought risk, and national disasters such as floods or drought can be prevented.
