The present invention relates to a cosmetic composition consisting of a material derived from natural products and, more specifically, to a cosmetic composition for cooling the skin to relieve redness exposed by external heat or to suppress an increase in skin temperature by using an extract of Eucommia Ulmoides bark, and geniposide and aucubin contained in the extract of the Eucommia Ulmoides bark, and to a manufacturing method thereof.
