According to one aspect of the present invention, a system for recommending an optimal path based on a user location, which can recommend an optimal path to a specific facility from a current location of a user in consideration of a standby time at the specific facility, comprises: an interface unit for receiving identification information on a short-range wireless communication device having the highest reception signal strength among short-range wireless communication devices connectable to a corresponding standby terminal from the standby terminal with identification information on the standby terminal; a terminal number calculating unit for calculating the number of the standby terminals located within a predetermined effective range from a target facility by using the number of the standby terminals transmitting the identification information on the short-range wireless communication device installed at the target facility among the standby terminals; and a standby time calculating unit for calculating a standby time for the target facility by using the number of current people within the effective range determined by using the number of the standby terminals, the number of acceptable people of the target facility, and a reference staying time at the target facility.
