The present invention relates to an old pipe reconstruction semi-shield propelling apparatus and an old pipe reconstruction method using the same, which are capable of burying a new pipe without excavating the entire replacement section of an old pipe. The old pipe reconstruction semi-shield propelling apparatus comprises a thrust generation unit and a propeller connected and installed to the thrust generation unit to press-insert and install a new pipe while crushing an old pipe to be reconstructed. The propeller includes: a cutter head unit arranged at the front end and having a plurality of head inlets installed with an outer cutting carbide at both side ends thereof; a driving motor unit installed in the propeller to allow an outer gear provided in a cutter head shaft of the cutter head unit to be engaged, and rotatably driving the cutter head unit; and a bar cutter unit installed between the cutter head unit and the driving motor unit to allow the cutter head shaft to penetrate the inside thereof, supported by a bearing in the propeller to engage an inner gear with the driving motor unit, and having a plurality of cutter inlets installed with an inner cutting carbide at both side ends thereof to communicate with the head inlets. The cutter head unit and the bar cutter unit are rotatably driven in opposite directions to each other by the driving motor unit, and an old pipe to be reconstructed is crushed by the cutter head unit. A new pipe connected to the propeller is press-inserted and installed while a rebar of the old pipe to be reconstructed is crushed by the outer cutting carbide installed at both side ends of the head inlets and the inner cutting carbide installed at both side ends of the cutter inlets.;COPYRIGHT KIPO 2020
