In this paper, the impact assessments were carried out, for establishing a desirable development at the Isahaya Bay, where the sea dyke construction and reclamation projects are going on. Field observations were carried out taking several kinds of water quality indices at the Honmyo river. From these results, the influence of the pollutant load on the receiving water were measured, followed by mathematical simulation model which was proposed to forcast the changes in the water quality. This model can handle both river and sea area equally and simulate the process quantitatively and qualitatively. The calculated results of this model show that the impacts are significant on the water environment by those man-made projects. Then attention must be paid to get the final goal.
