A Tool for the Public Policy Process Stakeholder Engagement: udUsing co-design methodologies and principles, how might we support policy makers and policy influencers to adopt a user-centered approach to the public policy process and build rapport between stakeholders?

This research set out to uncover a specific moment during the public policy process where a stakeholder possesses the power and influence to impact outcomes. In response to a lack of clarity and knowledge as an “average” citizen as to how to enter into and participate effectively in what appears to be a black box of the public policy process, this research was driven by questions like “is it worth my time to participate?” or “are formal methods, like letter writing or a deposition, the only way to participate?” ududStarting with a broad focus looking at the entire public policy process and a spectrum of stakeholders, this research evolved by using co-design methodologies and principles. Eventually the research narrowed in to focus on a specific set of lead users and distinct findings which established the design criteria for tool development. ududThis paper documents the fluidity of a co-design research process, the research stance, methodology, findings, outcomes and revisions along the way. This report demonstrates a unique approach to researching gaps in the public policy process and stakeholder engagement. ududThe intention of this report is to inspire the reader to further the research outside of an academic setting.
