Souvenir issued on the occasion of the Inauguration of the Permanent Building for the Headquarters ofudCentral Marine Fisheries Research Institute, March 1, 1986

On being invited to contribute an article for the Souvenir to be issuedudin connection with the formal opening of the new building at Cochin to houseudpermanently the headquarters of the Central Marine Fisheries Research Institute,udmy thoughts go back to 1944 when Dr. Baini Prashad, the first FisheryudDevelopment Adviser to the Government of India, was initiating steps for theudestablishment of a fishery research Institute in the country and enquired of meudif I could serve as one of the heads of divisions in the proposed institute. Inudthe course of the next two to three years the original concept of a single Instituteudfor fisheries research for the whole country had to undergo change inudfavour of two, one for marine fisheries and the other for the inland (freshwaterudand brackishwater) fisheries, apart from one for fisheries technology. As theudonly individual surviving who had occasion to serve in senior positions in bothudthe Institutes in their formative years and as one who was responsible for theudshifting of the headquarters of the Central Marine Fisheries Research Instituteudfrom Mandapam Camp to Cochin, it is felt that information on its historicaludbackground will be more appropriate than a narration of its achievements andudprogramme of work as it is presumed that these aspects would be adequatelyuddealt with elsewhere by others in the Souvenir.
