Propuesta de complemento al artículo 410 de la Norma de Control Gubernamental Moderno emitida en el año 2009 por la Contraloría General del Estado del Ecuador sobre las tecnologías de la información y comunicaciones, aplicando estándares y buenas prácticas internacionales actuales

The information and communication technologies are constantly evolving and the governmental norm that controls this area was issued by the Contraloría General del Estado in 2009, so for the present it is outdated.Due to these factors, this research intends to recommend the updating of this standard, taking into consideration corporate governance and the analysis of good business practices such as ITIL, PMBOK, COBIT 5, the latter being the norm to follow because it is comprehensive and helps Companies to create value from information and communication technologies.A gap analysis of Article 410 of the Government Control Standards versus the COBIT 5 processes was then carried out. The result of this analysis was compared with Strategic Objective 1 of the National Plan for Good Living and it was determined that processes would be necessary to include in Article 410
