Cities at risk: status of Italian planning system in reducing seismic and hydrological risks

Italy and its urban systems are under high seismic andudhydrogeological risks. The awareness about the role ofudhuman activities in the genesis of disasters is achievedudin the scientific debate, as well as the role of urbanudand regional planning in reducing risks. The paperudreviews the state of Italian major cities referred toudhydrogeological and seismic risk by: 1) extrapolatinguddata and maps about seismic hazard and landslide riskudconcerning cities with more than 50.000 inhabitantsudand metropolitan contexts, and 2) outlining how riskudreduction is framed in Italian planning system (atudnational and regional levels). The analyses of availableuddata and the review of the normative frameworkudhighlight the existing gaps in addressing riskudreduction: nevertheless a wide knowledge aboutudnatural risks afflicting Italian territory and anudarticulated regulatory framework, the available dataudabout risks are not exhaustive, and risk reductionudpolicies and multidisciplinary pro-active approaches areudonly partially fostered and applied.
